To make matters worse, it appears that between openafs-ibm-1_0 and
openafs-devel-license-update, those that applied the IBM Public License
to everything in the tree made some mistakes.  Examining the IBM
contribution, the rx source files for example contained the license that
was the result of the DARPA funded work.

This is clearly not the IBM Public License 1.0 and I do not believe that
it should have been replaced by it.  The Sun Microsystems licensed files
were not re-licensed and I do not believe that those explicitly labeled
with this license should have been. This same license was present in the
lwp, rxgen, rxkad, and util sources as well. 

As for the .xg files, the majority of them did not include any copyright
statement at all.  Those that did had a much earlier copyright statement
dating back to ITC CMU project (1987,1988).   I suspect that those files
should not have been relicensed under the IBM Public License 1.0 either.

For starters, Simon, go ahead and publish your I-Ds using the .xg
sources from the IBM OpenAFS 1.0 release.  They should meet your
needs.   OpenAFS has a mess that needs to be cleaned up and that will
need to be done in conjunction with IBM.
