It turns out that Ken Raeburn wrote a paper. Unfortunately, the most
canonical-looking source for it is as com_err.texinfo inside com_err.tar.Z
on ftp://athena-dist.mit.edu....
Added in 4823143d3cf9f7f0c11fc9c2b37d937d3e16442f and xref'd in the two
places we mention com_err (other than the AFS-3 registry concerns
section).
