configure is expected to create the empty .depend files. do you have
perl installed? if not, ./configure should have printed:
echo "*"
echo "* Warning: No perl was found. Perl is required for automatic"
echo "* generation of .depend files. You may need to create empty"
echo "* .depend files where it is required."
echo "*"
