As I understood, missing function definitions are in library winmm.
Some other errors encountered:
During make install
mkdir -p /usr/local/share/aclocal
install -c -m 644 /c/agar/agar-1.4.1/agar-trunk/mk/agar.m4

When I tried o proceed with compiling a test program anyway,
I got many compiler errors, for example:
C:\Agar\agar-1.4.1\agar-trunk\include\agar\gui\geometry.h|138|
error: `AG_MAX' was not declared in this scope|
