Agar 1.4 should work on any version of OS X. It happens that I had 10.5 installed on my laptop at the time that release was made. We don't have the resources to provide precompiled binaries for every OS X version, but you shouldn't have any problem compiling Agar 1.4 from source on OS X 10.4.
If you run into compilation problems, please don't hesitate to file a bug report.
