Everything is consciousness, all the things we experience (i.e. photons and fermions), are just conscious entities communicating to each other. So sure bacteria are conscious, atoms are conscious, all of creation is conscious. In fact, there isn't anything that is actually unconscious, except perhaps nothing/emptiness. also some abstractions may not give rise to consciousness, like pure-functions and other stateless entities. though anything with state/memory (like proton have thermal state) is definitely conscious to a degree.
