When he says "he can't see a plan from any of them"... well, he'd have to take into consideration that 1) not everybody is publishing papers and 2) it's damn, damn hard stuff.
But, I think the statement on face value is misinformed, since there are a number of published AGI efforts with determinate plans, such as OpenCog, NARS, Piaget Modeler's work, and a constellation of cognitive architectures in mostly academic settings.
