In fact, falsifiability is NOT the driving force behind EVERY scientific revolution. I think that many scientific revolutions are either derived from new technology which creates new insights or by the lack of achievement in some particular field which makes peripheral achievements more important. The idea that every theory had to be falsifiable was Karl Popper's theory. Popper was a young hanger-on of the Vienna Circle which had originally created the theories of logical positivism which considers that the only meaningful philosophical problems are those which can be solved by logical analysis.
