A lot more storage - yes.
Not necessarily a lot more computation.
But there are other requirements that also need to be addressed.
A few that come to mind are: 
- Transparency / Explain-ability
- Susceptibility to
catastrophic interference
- Ability to represent hierarchies of actions as well as percepts
