We could say that "the environment" is presumed to include all
non-psychological attributes - such as sensors, motors and tools.
I.e. it is shorthand for "the environment of the brain".  However,
as it stands, Legg's proposed definition says it is talking about
the intelligence of "an agent" - not just its brain. If we are
getting into counter-intuitive definitions of "agent" and
"environment" then I think they should be explicitly spelled out.
