Humans's actions that make the future are based on past data/causes. 
Cause>effect. Our Working Memory context/agents are the cause of the future. We 
make it what we want or think will happen. So yes AGI=prediction. If you have 
barely any data at all you will be so dumb like an infant trusting the sky's 
color is green. Future is based on prior conditions/wants/context. We actually 
know what we want/think/predict. And what decides that is a lot of background 
subconscious weighting votes and some mechanisms.
