Actually you wouldn't need many dolphin nearby, 3 agents can do a lot by adding
their knowledge/arms together. A team of signals/actions is simply the same
thing; they are splitting up tasks of the same goal, or weigh if pull a rope,
or move in the same direction, or judge on the same question using their
dolphin signals. Humans do it. We talk. A voice is made up of many short
moments of sounds.
