Hmm, my taste in reading ML papers is to first read the equations, then look for empirical results if any, and only after that worry about whatever framing or intuitions the author is sharing ;) In general though, I think the academic community has not adapted fast enough to the shift to online publication, which means that cost of printing on paper is not an issue anymore. A tradition of maximal concision (even at cost of comprehensibility) arose in scientific publications because journals and proceedings wanted papers to be as short as possible to save on printing costs ... but w/ Internet-based dissemination of research papers, cost of printing is now irrelevant and papers should be written for maximum comprehensibility rather than minimum length.
