Just thinking about murdering someone doesn't rise to Criminal Attempt.
Talking about murdering someone doesn't quite rise to Criminal Attempt.
However, asking someone to help you murder someone is "solicitation" which
is pretty much the same as Criminal Attempt, and buying some rat poison
when you don't have any rats along with some other evidence that you plan
on murdering someone DOES rise to Criminal Attempt.

Imagine if the statute of limitations were retroactively applied to
social-media posts by quantum-enabled AGI, and penalties (monetary fines)
sent to the transgressors via SMS notifications? Governments would become
rich overnight!

WAY back in the 1960s I quickly rose to the top of the computer business by
working with two other people over the course of several months breaking
into selected places and copying their guarded confidential information.
Then, it was just trespassing. Now, it would be a long list of crimes
starting with high-value theft. We were VERY careful not to get caught.
Knowing how various tech companies like IBM were doing seemingly impossible
things, all three of us could easily ace interviews, so we all enjoyed
successful careers at the top of the computer business. If I were
imprisoned under current laws for the things I did WAY back in the 1960s, I
would probably STILL be in prison. All in all, this turned out to probably
be the BEST decision of my life.

Full employment can be had with the stoke of a pen. Simply institute a six
hour workday. That will easily create enough new jobs to bring back full
employment.
