[agi] Quelling the "AGI risk" nonsense the old fashioned way: Insurance

AGI won't happen until there is a ML capable of winning the next increment of 
the Hutter Prize.  If any insurance companies want to underwrite the risks of 
AGI, they can't do better than underwrite the Hutter Prize to keep tabs on 
those risks in a completely objective manner.
