Maybe there can be one version of the diagram to show as much as possible, for those who have some sort of need to see it. And another lighter version that is designed to show as much as possible without looking too complex. I'm not sure how easy that will be to do.
There's also a tool online called Gliffy, which makes charts that can contain links to other charts. It can make it look visually less complex while preserving content.
