You don't believe NIH? I not only believe it but I would be surprised if it 
were any other way. 
It is not clear, though, what exactly those cables represent. Single axons? 
Cables made of millions of axons? How do they connect to the neurons? How many 
of those cables are shown in the pictures? 
I note that the author said: "We still know almost nothing about how the 
brain’s structure translates into its incredibly complex and powerful 
functionality."
