I just remembered a term I was looking for.  The conceptual network is
supposed to be an advancement of the semantic frame as well.  In a semantic
frame, one might look for a structural component related to a concept to
see if a particular concept fit into the frame.  However, this model has a
lot of drawbacks.  My thinking is that a conceptual network which is able
to learn as it is running and which utilizes conceptual structure would be
able to do things that a traditional semantic frame was not.  For example,
it can take knowledge of actions, related to the conceptual model or to the
conceptual reference, and treat them as central concepts.  Yes this would
make the system a little unruly but it would also make it more effective at
capturing insight.
