Well, here in Scandinavia (including recently highlighted Iceland) you will indeed need to cross every t with the formal requirements, but we used to have nearly universal funding for PhDs, while some of the other schools will cost you, which may not be an option if you downsized your budget! I have already expressed the opinion that, if it is going to be real research, you will have to pit your ideas and ideals against the "system", so most schools will look the same. Alternatively, don't ask us, find the Stanford prof you will love to love and get on his good side!
