Remember, for each neuron, the number of input connection is EXACTLY equal to the number of output connections plus the number of dendro-dendritic connections. Hence, if you doubt the number of output connections, you must also doubt the number of input connections. CNS neurons have about 50K input connections, of which only ~200 seem to be "active" under unknown conditions.
