Nanofog can't really work due to communication overhead.
Also nano-tech micro-organisms would only do well in a liquid medium,
where all the necessary elements could be attained by just waiting for the
current to provide them.

However on land, as most planets/moons in our solar system have a
terrestrial surface, the best kind would be a clanking replicator.  With
various division of labour, similar to RTS games like star-craft glob2
etc.  There would be miners, energy collectors, factories, repair or
healers, and an "overmind" or a set of programmers that maintain the
software and general plan of the community.

This kind of clanking-replicator community could operate in a polar-desert
where it has plenty of time and little interference,  or potentially in the
e-waste recycling desert villages of china where resources would be
plentiful.

Many of the components are already available, though it would probably take
at least another decade or more for all of them.

In terms of cost, one of the largest parts is the initial hardware,
which as with moore's law should decrease over time.

The software, would have to be open source, there is already software for
lots of manufacturing, though this would be on a smaller more customized
scale,  there are already plenty of open source RTS AI's that get the gist
of a clanking community.  It could be done with an AGI,  and may be much
simpler than simulating a human brain.
While making an actually live fully technological community.
