Sure the idea isn’t new. But the *system*/reality when it comes – shared by 
billions -  will be. And I assume the basic resources for such a system are 
already there or almost there.

Actually the idea isn't exactly new. Long before the internet and the PC, you 
used to have a keyboard and a screen connected to a time-sharing mainframe 
computer by a RS-232 cable.

powerful algorithmic program. Except that it patently isn’t.

  The cloud computer will probably make us realise just how massive and 
essential the human mind’s contribution is. But all speculations on other 
effects welcome.
