If they were banned until they could produce a proof of concept, however basic, it might not be such a bad thing! It would have saved you and others a decade or two of life.. AFAIK there isn't a proof of concept for any would-be AGI project, is there? Hence the validity of Deutsch's "everyone is on the wrong track..." A proof of concept protocol would prevent that happening.
