In my opinion, central control can only work at a given scale, i.e. the
scale at which communication to the central data-fusion entity is cheap and
reliable, and the scale at which the central data-fusion entity can process
and make sense of the data.
In addition, you cannot make a central data-fusion entity arbitrarily
large, since it is build of smaller entities and eventually it will become
a network itself.
I think the only method to make this fractal work is to make it
distributed, otherwise any too large central-control entity will collapse.
I think nature can be much better described as a self-regulated network of
self-regulated networks than as a network with a unique central control
entity.
