Yes, the API of humans is our base vocabulary.

to reach fluency.

Yes, one of the biggest weaknesses in computer science, is that people
don't like reading each others code. I don't think it's the peoples
fault, I think it's the fault of the programming langauges. They have
next to nothing to do with human languages, so are absurdly difficult
to read and understand.

by contrast we read articles and whole books of other peoples code in
human languages, and can even derive pleasure from doing so. I think
reading programming code should be a pleasurable experience.  This can
be accomplisehd with SPEL.
