Given my experience with ML and NLP, I would say that 1) psychometric and ML techniques are not going to be able to find subtle stuff or make subtle manipulations
2) these methods are going to require expert utilization ... expert selection of features for the algorithms, expert decision on what questions to pose the algorithms However, I would think that for relatively simple themes (which are what drive major votes anyway), a combination of political psych experts and ML experts could do a very good job of targeting ads and such that will move people's minds in desired directions...
