Sorta sounds like something that google has been working on https://www.theverge.com/2017/4/10/15241492/google-ai-user-data-federated-learning and what the AI community in general has been working on, namely modeling human memory. But that article is so extremely vague that it is hard to say if they have done anything of value at all, which isn't to say they haven't, but just it doesn't provide enough detail to say so. But what can you expect from a reporter who (likely doesn't know what he is talking about) and looks like he spent an entire hour writing that article (given the fact that he writes about 3 articles a day).
