It's a little more than that (more than just speed optimization),
because the declarative knowledge may be uncertain, but the procedure
derived from it will often be more determinate...
I'm curious - how can a procedure be more certain than the declarative knowledge from which it was derived? I would have thought that was logically impossible, but maybe I'm misunderstanding you.
