Hmm... okay... it's not obvious to me that would be useful, but maybe it would. The nice thing about being a pessimist, one's surprises are more likely to be pleasant ones. Surprise me ^.^

that mean that everyones tweaked version of Open Office shares the
same file formats? The fact that the first mover that is incompatible
loses then benefits from remaining compatible?

Yes, I would rely primarily on such incentives to maintain compatibility.
