It totally depends on the design. When you write your narrow AI app you use software that was built to enable you to build software. There are layers upon layers (turtles? :)). A compiler for example is software that allows you to build software. Is building the compiler more complex than building any application it can build? Really though the idea is to use computing power to build some of the complexity.
