It is expressed in individual decisions, but it isn't these decisions themselves. If a decision is context-dependent, it doesn't translate into Friendliness being context-dependent (what would it even mean?). Friendliness is an algorithm implemented in a calculator (or an algorithm for assembling a calculator), it is not the digits that show on its display depending on what buttons were pressed.
