Well they are installed in the virtual environment that Agilo creates,  
where there is the version of Python that includes all the  
dependencies. So the problem may be that you had your own version of  
python, and that set a PythonPath in the registry of windows, being  
that the SystemPath, Agilo server is not finding in there the  
setuptools. From the moment you removed your python installation, I  
guess you will have to reboot windows in order to get those keys out  
of the registry, than the Agilo Virtual env should have no problem in  
finding the right place where setup tools are located.
