Have you tried to install it again, by removing first? The files are there, believe me (see attachement) and the fact that they didn't got installed may for sure lay in a combination of already installed Python, and the fact that removing python may also remove other pointer in the registry, as well as other libraries. So I suggest you try to remove Agilo, and install it again. Than open a cmd session and try to import pkg_resources... you do not find the file cause it is installed into the setuptools.egg as a zip and will be probably extracted somewhere in C:\Document and Settings\...
