In regards to the additional plugin question, I do have two other
plugins installed globally (the egg file is in site-packages):

TicketImport 0.7c
TracNav 4.2

Given this, what I will try to do over the next couple days as I can
squeeze it in, I will set up a new Trac site (11.5) and ensure the
other plugins are disabled and test a few page loads to see if I can
reproduce the multiple reloads/resetting of the environment. If that
fails to produce any results, I will then turn on Agilo and test again
to see if that causes it.

I will update you on the findings and hope this will narrow down the
issue.

Thanks for the update on the Trac dev site regarding the touch
function. In my googling, I did see a discussion a few years back on
the use of this and the danger it would cause if abused......
