This is a very strange error message, as that is a template from trac 
itself that we don't touch.

Is there any aditional error information on that error page? Perhaps if 
you log in as an admin?

Also, do you see all the agilo plugins in the web-admin

This seems to be missing 'agilo_pro.* = enabled' - also I am not sure 
disabling 'trac.web.auth.loginmodule' and acct_mgr at the same time is a 
good idea.

Also webadmin.* = enabled should not be needed (or could even be 
harmfull) as webadmin is included in trac itself since trac 0.10. So if 
you still have this plugin installed, this could perhaps lead to further 
errors.

If you enable the acct_mgr, please ensure to disable the email auth 
module of it though to avoid a bug it has.

Also on a general note Trac 0.11.1 is quite old and also very slow - if 
you could update to a later version that will give you a very nice 
performance boost (not to mention the fixed bugs).
