Yes, that is the way this needs to be done.

Different trac environments have no ties to each other, so if you use
one trac-env per project, you will have to create different users /
groups there. Of course you could also change them to authenticate via
ldap to share as much information as possible.

If what you are trying to achieve is to have one team that does multiple
projects at the same time, we would recommend to not do that however as
switching projects will burn a big chunk of productivity that you could
otherwise use.

Sorry, but you can only use URLs AFAIK. There may be a trac plugin that
does this though, so it may pay to keep searching on <trac-hacks.org>
