I just reproduced it like this:
- Click "Create A New User Story" from the Action menu in the upper
left. So not linked to anything.
- Business Value Points, User Story Points, Importance fields are not
saved
- Component field is saved

So it seems that custom fields are not saved on create.

When I then Edit the same user story and fill in those custom fields
again, they are saved.
