We had this exact problem.
Although we weren't even using the ticket type that was defined under
Trac, it seemed like it had this affect on ALL ticket types -- we
could only save custom fields after the ticket had been initially
created.
I found that it had something to do with the way that the Trac and
Agilo ticket types worked with each other. I had to make sure that ALL
ticket types we were using were correctly defined as Agilo ticket
types, and that we had removed any ticket types (under Admin -> Ticket
System -> Ticket Types) that weren't Agilo types. I also verified that
the custom fields were correctly defined for each type.
