I think the default stems from the fact that in our experience POs often are best when they are nontechnical people wich tend to not be the best at reporting bugs. That said, you can easily add the AGILO_CREATE_BUG permission to the PO role to give him the right to create tickets. Thats the idea of Agilo - we provide default configuration that makes sense for a lot of customers - but if you need different defaults - feel free to change them. (We try to support all of the customizations trac allows. This means even many of tracs plugins work, even though we don't officially support that).
