That's because it basically impossible to come up with such 'one
number'. Usually the PO uses a confidence interval (like 80%, 90%). Also
there are different approaches how to determine best case/worst case
velocity.
However the past velocities are displayed on the team page so you can
easily come up with a method which suits you best.
