So you would want the drop down to have a preselected option like "Click to Select Option" and then people need to click and choose before they can click "Create Ticket"? This is not possible in Agilo right now. Some dialogs (like task creator in the white board) intentionally limit the fields you can enter, and select empty/default option for a new task. What is the problem that you are trying to solve? Does it help to make the field optional and then have a report for tickets where the field is unset? That way, you can identify tickets where people missed it and you can educate them to select ticket properties with more care if need be.
