As we had discussed before [1], you cannot make fields mandatory. Quoting from my earlier email: Some dialogs (like task creator in the white board) intentionally limit the fields you can enter, and select empty/default option for a new task. What is the problem that you are trying to solve? Does it help to make the field optional and then have a report for tickets where the field is unset? That way, you can identify tickets where people missed it and you can educate them to select ticket properties with more care if need be.
