re-reading my post, I'm not sure anymore that the error is really like I described but still I think that the templates updater is the culprit. Also my advise with the symlink is still valid.
Can you try to easy_install the egg somewhere? I assume that in your case sometimes a request for testbed is handled by a mod_python interpreter that has a different egg_cache set so the path changes.
