This seems suspicious - with that setting you are making Actions a
parent of Requirements, which is probably not what you want to do. From
their name, you probably want to make them more similar to Tasks (add
remaining_time and remove any outgoing links) or to Stories (so they can
contain tasks) (add an outgoing link to tasks).

In both cases it should show up in that backlog.
