While the poster's tone is a bit harsh, I tend to agree with the point he 
makes. Including the software version in the file name is an extremely 
widely accepted convention, which not only makes it easier to find this 
important information before downloading a file, it also makes it possible 
to distinguish between zip file versions when a target system might need to 
include multiple zip files - for parallel installations, downgrading, etc. 
Giving the identical name to what are essentially completely different 
files is extremely bad form, goes against well established norms, and 
doesn't serve anyone's interests very well. 

Additionally, the release notes page doesn't show the dates of the 
releases, which again is highly unusual, and makes it almost impossible to 
gain an overall understanding of release history when assessing problems.
