Change the name of rule 2216 to {The Repeal-O-Matic (and the Mutator)}
and amend it by adding a new bullet with the following text:

b), submit a proposal to change the Rule's power by
increasing or decreasing it by a maximum of 1. The proposal
cannot propose to reduce a Rule's power to 0. The proposal
shall have Adoption Index equal to the greater of the Rule's
current power and its proposed power, and Interest Index 0.

Now, I have added all proposals I could find to the PNP's proposal pool
(including this one). However, I'm not sure if it is accurate, so if
someone could please corroborate this by counting the number of
Proposals to be distributed, that would be very kind (note that Tiger
retracted one; I don't believe any others were retracted).
