That's essentially the rulekeepor job. The subtlety is that it has to
be done with the utmost precision. Proposals don't necessarily do what

CVS and some text processing scripts can do
Quite so. I favour this kind of system myself. I envision a system
where the ultimate repository of rule data is a plain text file (which
I would maintain under CVS), and all other formats (such as the logical
rulesets, and web-based browsing) are automatically derived from that.

It also seems strange to me that the rules define two rulesets. I was
thinking of proposing modifications that made there be only one ruleset
(or at least, clarifying that the short ruleset is a subset of the full
ruleset, or that the full ruleset is the short ruleset with extra info).
