Quite so.  I favour this kind of system myself.  I envision a system
where the ultimate repository of rule data is a plain text file (which
I would maintain under CVS), and all other formats (such as the logical
rulesets, and web-based browsing) are automatically derived from that.

It also seems strange to me that the rules define two rulesets. I was thinking of proposing modifications that made there be only one ruleset (or at least, clarifying that the short ruleset is a subset of the full ruleset, or that the full ruleset is the short ruleset with extra info).
