Rule 1681, which defines the Short and Full Logical Rulesets,
indicates that the SLR and FLR are formats of the ruleset rather than
rulesets themselves. So your first desire is satisfied. It would not
hurt to add a bit more text to the rule for a full clarification.
There's also the sentence 'The FLR must contain all the information
required to be in the SLR", so I guess the relationship is there also.
Maybe I should have read it a couple more times ;)
