As your Oligarch scam has demonstrated, Ordinary proposals are currently
too strong.  My intention is to use the Support Democracy mechanism only
when an Ordinary proposal threatens the integrity of the Democratic
proposal mechanism: essentially, under the same circumstances set out
in the Public Policy proposal.  I'll support the removal of Support
Democracy once the Democratic mechanism has benn rendered safe from
low-Power meddling.

What I'm aiming for here is a stable and democratic mechanism for amending
high-Power stuff alongside a more fluid system for low-Power stuff which
can be as undemocratic as it wants.  With the current Ordinary/Democratic
system we have an imperfect implementation of this.  Once the Democratic
mechanism is properly entrenched, I'd like to expand the scope of the
Ordinary system a bit: give it a range of Power levels that it can reach,
perhaps up to Power=1.5 (and require Democratic proposals to have a
minimum AI of 1.6).  That'll mean supermajority politics interacting
with VLOP, which currently doesn't happen.

A related bit, which has come to mind seeing all the votes against
my AI=3 proposals: VCs should be earned only for Ordinary proposals.
Might have to increase the award to compensate.
