Afraid so. The contract would need Power >= 2 to alter VC holdings (Rules 1688 and 2126). I tried having the Agoran Credit Union work around this by defining obligations to do 2-for-1 VC transfers, but it proved sufficiently difficult that I gave up and just proposed Marks instead.
